Provisional Ballots in 2025
The number of provisional ballots this year fell from the record high in the 2024 Presidential Election. The partisanship of provisional ballots has shifted quickly, with last year being a record high for Republicans at 44%, and this year a record high for Democrats at 76%, since at least 2016.
All ten of the localities with the highest share of provisional ballots are areas with at least one major university.
Notes: Under a Virginia law that took effect in 2022, voters can now register to vote and cast a ballot on Election Day.
