Voting Methods in the November 2025 Election

Early voting this year reached its highest level outside of a presidential election, with more than 4 out of 10 votes cast before Election Day, either by mail or in person. For the first time since Virginia began allowing no-excuse early voting in 2020, the Democratic candidate at the top of the ticket won the majority of Election Day votes. Nearly 54% of the votes cast on November 4 were for Governor-elect Abigail Spanberger.


Notes: Prior to 2021, early votes were reported as a single unit and not broken out by mail and early in-person. Also, prior to 2021, not every locality reported early votes as a separate unit. There were at most seven small localities (out of 133) that did not report early votes separately between 2016 and 2020. VPAP estimates that this would change the percent of early votes from 2016 to 2020 by less than 0.04 percentage points.
