Spending was not available for the following school districts - Accomack, Alleghany-Highlands, Buckingham, Charles City, Colonial Heights, Floyd, Franklin City, Giles, Grayson, Greensville-Emporia, Hopewell, Lee, Manassas Park, Martinsville, Northumberland, Norton, Pulaski, Roanoke City, Russell, Scott, Surry, Warren, and Westmoreland.
