Senate Democrats Propose Changes to Hampton Roads Congressional Districts
Democratic legislators on the Senate Finance and Appropriations Committee have amended two Hampton Roads congressional districts, modifying the proposed map released by their party earlier this month.
VPAP’s latest data visualization compares the original and amended districts. Past election results reported by Virginia’s Legislative Information System show that these changes would make the 2nd District more Democratic by pulling voters from the strongly Democratic 3rd District.
If this proposal passes the state Senate, it would move to the House of Delegates, where it could face additional changes before a final vote is held.
VPAP has updated its redistricting resources to reflect this change.
Notes: Last updated 2/18/2026. Election results as reported by LIS. The amendment moves approximately 63K people in Chesapeake between the 2nd and 3rd Districts. Also makes minor boundary adjustments to the 5th and 9th Districts near Lynchburg and to the 6th and 9th Districts near Pulaski County. These adjustments do not affect any voters.
