Summary

As Introduced. Electric utilities; grid utilization programs; annual report.

Requires the State Corporation Commission to establish by regulation an appropriate grid utilization standard for Dominion Energy and Appalachian Power to meet or exceed annually and incorporate into their grid utilization programs and permits the Commission to establish by regulation or order performance-based incentives for Dominion Energy and Appalachian Power in meeting or exceeding such standards. In establishing such standard for grid utilization, as defined in the bill, the Commission shall also determine whether Dominion Energy and Appalachian Power must impose certain requirements on large electric load customers. The bill directs Dominion Energy and Appalachian Power to implement a grid utilization program by January 1, 2027, and to submit an report to the Commission by December 31, 2027, and annually thereafter, detailing its activities, plans, and progress regarding grid utilization.
