Clarifies that the payments or reimbursements owed by the Commonwealth to the owner or lienholder of a vehicle under existing law for the cost of towing, impounding, immobilizing, or storing certain vehicles involved in criminal offenses shall be paid through the state treasury from the appropriation for criminal charges.
